Buildings “biggest lever” for improving global resource efficiency says UN

The built environment is the fastest-growing consumer of materials in the world – but it also offers the most potential for improvement according to Julia Okatz, advisor on the UN’s landmark Global Resource Outlook.

Making buildings and neighbourhoods more efficient could reduce the global need for raw materials by 25 per cent by 2060, the International Resource Panel (IRP) report found, while slashing energy demand and emissions by 30 per cent.

“Built environment patterns are the single most important determiner of a country’s emissions,” Okatz told Dezeen.

“[Firstly] because of its direct impacts, because of heating and all the climate impacts embodied in materials, but also because of its impact on people’s behaviour,” she continued.

“The built environment isn’t just concrete use, it has all these other implications on energy use, so it is probably the biggest lever overall.”

The need for carefully considered buildings that reduce resource use while maintaining or even improving inhabitants’ quality of life presents an exciting opportunity for architects to take more control of the planning process, Okatz argues,

“I think architects would be one of the major benefitting industries in this scenario,” she said.

“We need less mass deployment of inefficient options and much more architectural design. So I think for architects, it’s actually a growth agenda.”

Resource use tripled in the last 50 years

Launched during the sixth session of the UN Environment Assembly this month, the 2024 Global Resource Outlook is the IRP‘s latest review of the world’s resource use since the last edition of the report was published in 2019.

Our “insatiable use of resources” has tripled over the last 50 years, the latest report found, and is now responsible for over 55 per cent of global emissions and 40 per cent of air pollution impacts, making it the “main driver” of the planetary crisis.

While environmental impacts are escalating, the economic and wellbeing benefits brought by our increasing use of the Earth’s resources have stagnated – and in some cases even declined

Left unchecked, material extraction looks set to rise by a further 60 per cent by 2060, compounding these negative impacts.

Buildings and construction are chief among the four sectors responsible for this increase, according to the Global Resource Outlook. “The built environment globally is the fastest growing material consumer,” said Okatz, who is the “right hand” of IRP co-chair Janez Potočnik and the director of natural resources at consulting firm Systemiq.

But the report also outlines an achievable path by which the industry could reduce its use of raw materials by 25 per cent by 2060, while helping to deliver “global prosperity”.

“You can lift a lot of those people now living in poverty onto a level of really good quality of life in a really efficient way if – and this is the important if – high-income countries also get a lot more efficient,” Okatz said.

Single-family homes “bad urban design”

Concrete makes up the biggest and fastest-growing chunk of the built environment’s material demand.

Sand, gravel, limestone and other “non-metallic minerals” used to make concrete account for half of all materials extracted globally and around half of the industry’s entire climate footprint, according to the Global Resource Outlook.

More efficient structural design – making use of innovations such as vaulted flooring and clever formwork – can reduce concrete use per building by around 30 per cent, Okatz estimates.

And switching to low-carbon concrete or biomass-based alternatives like timber can help to mitigate some of the adverse environmental impacts.

But perhaps the biggest and most undervalued solution highlighted in the report lies in changing what kind of buildings are built – not just how they are constructed, according to Okatz.

“About 50 per cent of residential construction in Europe is single-family homes and, to be honest, that’s just bad urban design,” she said.

“It’s also not particularly future-proof because demand might still be quite high now but the overall trend, largely, is people moving into city centres and wanting to be less car-dependent,” she added.

“So we think a lot of that will basically be a bad investment beyond 20 years from now, even if it wasn’t resource inefficient.”

Architects can lead the charge

Instead, the data suggests we need more “medium-density” residential buildings, which require fewer resources to build and operate while offering a superior quality of life compared to more dense developments.

“In a European context, the average is to say something like six-unit houses are probably best,” Okatz said. “Because it still allows people really good green space access and good noise insulation, all of these things. But it’s quite efficient.”

Following the example of Belgium’s De Sijs project (top image) and Virrey Aviles Street housing in Buenos Aires (below), making these kinds of dwellings more aspirational and attractive presents a key opportunity for architects, according to Okatz.

“Architects and great design should be valued more because everyone can do a boring single-family home but not everyone can do an amazing six-unit community living space,” she said.

“What good architecture can do to slightly denser living – to me that is where I would see architects really leading the way,” Okatz continued.

“To say: if you do it right, this is how amazing life can be in these kinds of set-ups so people don’t even want to live in their own little thing anymore because it’s lonely, inefficient and expensive.”

Our biggest climate challenge is no longer denial, but despair

Climate fatalism stands in the way of a sustainable future but designers and architects are in an ideal position to overcome it, writes Katie Treggiden.


The mainstream media is finally waking up to the realities of climate change. As wildfires, floods and storms wreak havoc across the world, journalists and activists far braver than me are speaking truth to power to make sure we all know just how serious this thing is. And that is vital and right and proper.

However, fear doesn’t motivate action. The biggest obstacle for the environmental movement is no longer climate-change deniers – the evidence is incontrovertible to all but conspiracy theorists. It is those who are fully on board with the fact that humans are the root cause of some very real problems, but just don’t believe that we have what it takes to solve them. Our biggest climate challenge is no longer denial, but despair.

Fear doesn’t motivate action

To spark meaningful change, we need hope. We need to believe not only that a better world is possible, but that we each have the power to help bring it about.

I’m not talking about blind faith or passive optimism. I’m talking about active hope. I’m talking about waking up every morning and making a choice to believe that we can solve this wicked problem, and then choosing to act accordingly. And in today’s climate – political, economic and social as well as environmental – hope is an act of defiance.

So, how can architects and designers inspire defiant hope?

The Berkana Institute’s “two loops” model of systems change proposes multiple roles that people and institutions can play in the transition from a declining system to an emerging one. As the dominant system begins its decline, “stabilisers” keep what is required in place until something better is ready, while “hospice workers” support the process of decline, minimising harm to those still within it.

In turn, the emergent system gathers pace as “pioneers” come up with new ideas, products and systems and they are joined together into networks by “connectors”. Together, they form supportive “communities of practice” that enable them to grow their influence and, eventually, rise up to replace the old system.

In the transition from the declining linear take-make-waste economy to an emerging regenerative and circular economy, we might cast architects and designers in the role of “pioneers” – problem-solvers who can create pragmatic ways to move society towards a better world.

And that is valid; if architecture and design solve problems, then surely they should contribute genuine, impactful, and replicable solutions to arguably the biggest problem ever to have faced humanity.

However, I believe they can also play another part. On the emerging-system loop, there is a role for “illuminators”: people who paint a picture of what a better world might look like.

You see, there is no point in the model where the two loops touch, no simple juncture where people can step off one system and onto the next – they must take a leap of faith. Illuminators are the people who can give them the courage to do that.

One of the questions I get asked most often when I speak at conferences about craft and design in the transition to a circular economy is: “Okay, but how does it scale?”

Firstly, I would contend that scalability is what got us into this mess, and what we need instead are locally replicable solutions, but increasingly I am questioning whether everything we propose as an industry even needs to do that. Perhaps part of our role is simply to inspire hope – defiant, stubborn, active hope.

Kyloe Design’s kelp chair, showcased recently as part of Green Grads at the London Design Festival, may never make it into production and it’s highly unlikely that it will drive the wholesale replacement of leather across the furniture industry. But it does showcase the potential of this incredibly renewable, climate-positive, underutilised material, while provoking the curiosity to learn more.

From responsible material sourcing and advocating for worker welfare to using smartphone components anyone can switch out, Fairphone is offering real-world solutions. But its founder, Bas Van Abel, was realistic about what he could achieve directly, so launched the company with the stated aim of motivating the rest of the industry.

There is little doubt that his efforts have had a hand in both the incoming EU legislation that will require smartphone batteries to be “easily replaceable” and the recent launch of a repairable Nokia phone.

Zaha Hadid Architects principal Patrik Schumacher might have criticised the “lack of architecture” at last year’s Venice Architecture Biennale, but what if contributions such as the German pavilion (pictured), which he described as nothing more than “piles of construction material”, are exactly what we need to inspire alternative ways of working? Entitled Open for Maintenance, the exhibition was billed as “an action framework for a new building culture” and collated materials recovered from previous installations to be used for repairing and upgrading buildings and public spaces all over Venice.

One of my favourite quotes about hope is from the author Arundhati Roy, who says: “Another world is not only possible, she is on her way. On a quiet day, I can hear her breathing.” The question I would like to pose is: how can we, as an industry, help everyone to hear the sound of her breath?

Transparency “one of the biggest beasts that we battle” says Apple

Apple is pushing for carbon transparency in the supply chain as it aims to reduce the impact of its stores, claims the tech company’s retail sustainability lead Rebecca Cully in this interview.

Created as the latest “evolution of the Apple Store”, Apple’s recently opened location in Battersea includes several material innovations aimed at reducing the shop’s carbon impact. These were sourced with transparency in mind, according to Cully.

“That transparency piece is one of the biggest beasts that we battle on a regular basis,” she told Dezeen.

“I think that’s a big reason why finding the right partners, not only in the design space but the construction space and the entire value chain, is just so critical.”

Cully explained that Apple is seeking a commitment to transparency from all its construction partners as it aims to meet the company’s wider commitment of becoming carbon neutral by 2030, which will mean not only reducing the impact of its stores, but also its products.

“There’s so many brilliant products out there in the world, and so many incredible companies that are doing some really interesting things, but as far as innovation is concerned, if we can’t identify a partner who’s absolutely committed to transparency it’s a no-go,” said Cully.

Apple is working on building record-keeping of impact and transparency into all its contracts. However, Cully acknowledged that evaluating the full of the impact of all components and materials in its stores is still not possible.

“Evaluating products by manufacturer for carbon is still very early,” she said. “And so contractually obligating our supply chain manufacturers to disclose that information as a result of award is certainly something that we are focused on right now.”

“The entire store? I think that’s a little ambitious right now, based on where industry is at,” she continued. “Frankly, we have not gotten to the point where we’re able to control that entire supply chain.”

“You have to prioritise. For instance, the the nuts and bolts that go into the store are not as significant as our avenues and our ceilings.”

“Industry is pretty slow to move”

The recently opened Battersea store, along with the reopened Tysons Corner store in the USA, are the first to use an updated set of fixtures and fittings that will be rolled out across other stores.

These include a timber framework for its walls and room dividers, flooring bound with a bio-polymer and acoustic baffles made from biogenic material.

“These are very visible, very large components within the store that we knew if we focused on in the original design intent were going to result in a superior outcome from a carbon perspective,” said Cully.

The store is the latest “evolution” of Apple’s retail designs.

Apple’s current strategy with its stores is to focus on the most impactful, often physically largest areas that have traditionally been the most carbon-intensive.

“So it’s really important that we are giving clear instructions to the folks that are sourcing for us to achieve particular outcomes,” said Cully.

“That being said, the industry is pretty slow to move in a lot of these cases. So I would say that we are targeting certain elements within the store that are traditionally very high-carbon and very resource-stressed.”

“We are targeting those manufacturers to make sure that they understand there is an obligation to deliver on transparency that is absolutely accurate.”

Cully also highlighted that one major way that the carbon impact was reduced at its Battersea store was the decision to locate within the redevelopment of Battersea Power Station.

Along with the Apple Store within the former turbine hall, the technology company has placed its UK offices within the former power station.

“Partnering on a redevelopment project of a brownfield site in and of itself has a tremendous value from the standpoint of carbon emissions avoided as a result of the existing structure,” said Cully.

“Certainly the partnership that we have with the landlord, was highly strategic in terms of positioning Apple to locate and operate as environmentally considerate as we possibly could.”

Apple “certainly interested in pushing industry”

According to Cully, Apple wants to push the construction industry to be more sustainable and noted that the company’s vice president of environment, policy and social initiatives, Lisa Jackson, has said she “intends to create a playbook that other organisations can follow”.

“We are certainly interested in pushing industry,” said Cully. “And because of scale, we have an ability to do that and hopefully pave the way to make it a little bit easier for other companies to follow suit – or at least start normalising conversations with manufacturers and industries so that you know, these things become a little bit easier or a little bit more cost effective for other folks to follow suit.”

“There are a few organisations around the world, I think, that have the ability to invest in this space the way we have, because the market just doesn’t exist.”

In the past Apple stores have been focused on aesthetics, but Cully believes that the refocus on sustainability and accessibility means the shops align closer with the brand’s values.

“This evolution of the store is so much more intrinsically linked to our values – it really is approaching the epitome of Apple’s values realised through the retail store space,” said Cully.

“We have evolved the store from kind of looking like a product, to now fully representing our values in every way that we can, within the context of the built environment itself.”

However, store fit-outs are far from being Apple’s biggest challenge in the race for carbon neutrality. Currently, 65 per cent of the company’s emissions from its products so this thinking will also need to be replicated in it production supply chains.

The first Apple Store opened in 2001 and there are now more than 500 around the world. Dezeen recently rounded up 10 of the latest to open.

Dalston Works by Waugh Thistleton Architects became world’s biggest CLT building

Up next in our Timber Revolution series is a look at the Dalston Works apartment complex in London by Waugh Thistleton Architects, which is the world’s largest cross-laminated timber building.

Completed in 2017, Dalston Works is a 10-storey residential development in east London that contains 121 apartments with balconies as well as two ground-level courtyards, retail and restaurant space and an integrated flexible workspace.

Upon its completion, the project became the world’s largest cross-laminated timber (CLT) building, was its uses more of the material by volume – 3,852 cubic metres – than any other building. Dezeen is not aware of any larger CLT buildings constructed since.

It was designed by local architecture studio Waugh Thistleton Architects – a Shoreditch-based timber specialist that has been predominantly working with engineered wood since 2003.

Waugh Thistleton Architects also designed Murray Grove, which was previously profiled as part of Dezeen’s Timber Revolution series.

CLT is a panel material made by gluing at least three layers of wood at right angles to each other, which is significantly less carbon-intensive than other structural materials such as concrete or steel.

The panels are characterised by structural rigidity in two directions thanks to the arrangement of the layers and are cut to size before being assembled on-site.

Dalston Works has external, party and core walls as well as flooring and stairs made entirely from pieces of CLT that were delivered to the formerly neglected brownfield site over 374 days.

“[CLT] is replenishable, beautiful, healthy, fast and economic,” Andrew Waugh told Dezeen, who co-founded the architecture studio with Anthony Thistleton in 1997.

“Timber is easy to cut and to build with, so the buildings are easy to adapt – so they last longer,” he added.

“This also makes the material easier to use as part of a prefabricated system so that we can make higher quality buildings faster and with better working conditions for those involved.”

The development is separated into several boxy volumes, while the CLT frame was clad in traditional bricks chosen to reference the Edwardian and Victorian architecture of nearby warehouses and terraced properties.

“[The brickwork] was important to the client and to the planners,” reflected Waugh. “I am happy with the way it looks but would have preferred a lightweight cladding material.”

“We needed to greatly increase the amount of timber in the structure just to hold the bricks up in the air,” Waugh explained.

Despite this, Dalston Works weighs a fifth of a concrete building of its size, according to the studio, which reduced the number of deliveries required during construction by 80 per cent.

Creating a lighter core meant that the project could reach much higher than if it had been constructed in concrete, since the development sits above the underground Elizabeth Line railway.

The project’s CLT frame also has 50 per cent less embodied carbon than a traditional concrete one. This refers to the amount of energy required to produce and form a material or object.

“There wasn’t a great deal of client motivation or legislative demand for any measures beyond meeting BREEAM and building regulations,” Waugh recalled, referring to standards that limit operational emissions as opposed to embodied emissions.

“My own view is that building regulations are pretty effective – and if you have an efficient, airtight building which is passively designed to suit its location then the operational carbon demand will be pretty low, and you have to assume that we will generate it from renewable energy in the near future.”

“Lots of stuff and complex gear designed to very slightly reduce the energy demand is a bit of a waste of resources. The real issue here is reducing the use of concrete and steel – the carbon savings from doing that are immense.”

According to project engineer Ramboll, more than 2,600 tonnes of carbon dioxide is stored within Dalston Works’ CLT frame.

Nearly six years on from Dalston Works’ completion, Waugh reflected on the significance of the world’s largest CLT building.

“At the time it was an important milestone – to demonstrate that timber is a viable alternative to concrete and steel – and at scale,” reflected the architect. “But I think it’s dangerous to measure a building’s success by its size,” he warned.

Known as a long-time campaigner for the use of mass timber in architecture, Waugh said that he recently wrote a “big piece” to the UK government calling for it to invest more in sustainable architecture practices, explaining that the UK has been “left way behind” compared with various mass-timber projects being created in other parts of the world.

“The UK is behind in terms of timber because we have a government that does not prioritise carbon reduction – and is heavily influenced by lobbying from both construction companies and the manufacturing industry,” said the architect.

“Architects need to start driving demand – seeking out opportunities to design in timber and build a market. Designers need to prioritise carbon reduction in their work and start reconsidering how they think about success in the buildings they design.”
